I have here the famous work of Thomas Cooley which I have photo copied each page and placed them on CD using jpeg. It may be of no coincidence that Cooley produced this work right after the War of the States and that it became the number one authority among the Union elites. Cooley has been credited for being the first writer to expound on Constitutional cases in a systematic form in which the analysis of Court cases were presented in a way that would make doctrinal conclusions to constitutional meanings and intents. Cooley was a Michigan State Judge, taught Law, and was the first Chairman of the Interstate Commerce Committee. It may be noted that Cooley’s ideas in his treatise soon became the bible for future cases in which many of the Supreme Court Justices were former Students of his. His works on Eminent Domain , Taxation and "POLICE POWER" became the choice interest of the time. Cooley’s influence from his works and particularly the Police Power set a new era where the government picked up the pace and increased Citizen control whereas in the former years each area had the Sheriff and what deputies they determined needed to handle any problems among the citizenry and if need be the Sheriff was able to swear in known members called the posse Comitatus from the Community in the County where he was Sheriff for temporary services such as helping to capture felons that would require their help. Since "Police Powers" as Cooley taught and provoked in his works caused the growth of these powers and has been one of America’s demise. America is now almost a full Police State. America is leading the world in Police power when considering the per capitol. The demise came slow through the years from Cooley’s Treatise, but swift enough to gain what appears as a power train with no stops and no getting off. I am sure there is many people that will disagree with me on these points about the police power and that is fine for me. I have my opinion and thought to express it. Otherwise Cooley can be very interesting and for all true students of the Law, Cooley’s Treatise on Constitutional Limitations is a must to have if one is willing to read both sides of the tracks. In one sense Cooley’s treatise may have turned the Bill of rights into a source for power instead of a limitation on powers as it instigates powers never used before and uses the bill of rights as if equability was pertaining more so to the Government than to the the citizens.
